Neal again as Team Halfords lead the way.

Matt Neal was again the quickest driver on track as the second free practice session drew to a close ahead of the latest rounds of the Dunlop MSA British Touring Car Championship at Oulton Park.

The Team Halfords driver improved his quickest lap to a 1min 28.762secs, which saw him jump ahead of team-mate Gordon Shedden at the circuit where the Scot snared his maiden BTCC win last season driving the teams dominant Honda Integra.

The pair, now at the wheel of the all new Honda Civic, were the only drivers to dip below the 1min 29secs mark during the 40 minute session, with the SEAT pairing of Darren Turner and Jason Plato next up in third and fourth.

Colin Turkington was fifth quickest for Team RAC ahead of Mat Jackson, although the session came to an early end for Jackson when he spun coming out of Deer Leap and backed his BMW 320si into the barriers on the inside of the circuit.

BMW to come back to Vietnam in July

It is expected that in early July 2007, five BMW 2007 models will appear on the domestic market. BMW's cars will be distributed in Vietnam by authorised distributors. The five models will include the luxury sedan 7 series and the multi-purpose vehicles (MPV) X5.

It remains unclear who will be the authorised official distributors of BMW cars in Vietnam. It is said that the distributors still have to complete several other procedures before presenting themselves before the public in July, when they will introduce the imported models manufactured by Germany's BMW.

In Vietnam, BMW has been one of the two most favourite brand names. However, the German automobile manufacturer was not successful with its plan to assemble cars in Vietnam to sell domestically in the VMC joint venture.

Proposed car-smoking ban angers foes of 'nanny' laws

When Anthony Johnson smokes in the car with his 2-year-old son in the backseat, he tries to limit himself to a few quick puffs and blows the smoke out the window.

"I feel guilty when I'm doing it," said Johnson, 33, of Oakland, adding that he tries not to. "I know it's wrong."

Soon, it could be illegal.

A proposal to ban smoking in cars with children inside, to be heard Wednesday in the state Senate's health committee, is the third bill in three months that has taken California's Legislature into arenas some say are better left to parents. The first would have outlawed spanking, and debate continues over whether to mandate vaccinating seventh-grade girls against a sexually transmitted disease that causes cervical cancer. California is one of at least 16 states considering bans on smoking in cars with children present.

Interest rates pushed up to 5.5%

Homeowners were dealt more mortgage pain today after the Bank of England raised interest rates to their highest point in six years.

The Bank's Monetary Policy Committee (MPC) hiked its base rate from 5.25% to 5.5%, the fourth quarter-point rise since August.

The move had been widely expected after inflation hit 3.1% in March, forcing the Bank's Governor to write an explanatory letter to the Chancellor for the first time.

The increase is likely to add an estimated £16 a month to the average mortgage bill for households with a typical £100,000 mortgage.

Economist Philip Shaw at Investec Securities said: "The quarter-point increase is no surprise and comes against a background of rising inflationary pressure. We expect a further increase to come, to take base rates to 5.75%."

Oil prices rise as Nigerian election concerns linger

LONDON: World oil prices firmed on Monday as concerns lingered over crude production in Nigeria, the worlds sixth biggest exporter of oil, following disputed elections in the country.

In London, the price of Brent North Sea crude for June delivery gained 83 cents to 67.32 dollars per barrel in electronic trading.

New Yorks main oil futures contract, light sweet crude for delivery in June, rose 40 cents to 64.51 dollars per barrel in electronic deals before the official open of the US market.

Crude futures were higher this morning, with investors concentrating on Nigerias elections held over the weekend, said analyst Michael Davies at the Sucden brokerage in London. However, international and local observers said these elections were compromised by ballot stuffing, lack of voting papers and outbreaks of violence, which could mean further violence if the election results are disrupted.

Rupee ends sharply higher

MUMBAI: The rupee sustained rally for the second consecutive day and on Friday ended at 44.2150/2250 against dollar, up by another 12 paise over last close of 44.3350/3450 following heavy exporters dollar sales amid negligible capital inflows.

In volatile trade at the Interbank Foreign Exchange (forex) market, Indian unit surged against dollar despite a sharp fall of 164 points or 1.26 per cent in equity markets. The local currency fluctuated in a wide range of 44.2150 and 44.3600 during the day but surprisingly, discounted its correlation with the equity market.

Exporters were selling dollar heavily in a bid to cover their positions at the current levels, a forex dealer said. Drawing support initially from improving Asian currencies which moved upwards against dollar after being knocked during recent global stocks meltdown, the rupee advanced strongly despite negligible dollar supplies after consistent outflows, commented a leading banker.

Hewlett-Packard hikes 2Q guidance

Hewlett-Packard Co.'s turnaround efforts are paying off as the computer and printer maker said it is poised to bulldoze its earlier quarterly earnings targets and rake in an extra $1 billion in sales than previously expected.

The raised outlook sent shares up 2.8 percent Tuesday and underscored HP's market gains against Dell Inc. and others. It also helped mitigate some concerns of inventory buildup and increased competition.

Some analysts think HP, which has been working to slash costs and streamline its businesses under the regime of CEO Mark Hurd, has yet to reach its financial peak.

"Over the last two years, HP has been focused on improving itself, becoming leaner and stronger," said American Technology Research analyst Shaw Wu. "And now we're seeing the fruits of its work."

HP boosted its second-quarter forecast on Tuesday, citing strong results in its personal computer and server businesses.

Overseas investment may slow yuan

The expansion of a program allowing Chinese banks to invest overseas could restrain the yuan's appreciation, Hong Kong Monetary Authority Chief Executive Joseph Yam (迎) said yesterday.

China's banking regulator said Friday it will expand the Qualified Domestic Institutional Investor program to allow approved banks to invest in foreign stocks and equity-linked products on behalf of clients -- a move that could divert some of the money poured into domestic markets. Approved banks can already invest in fixed income products.

"[The move] may be able to alleviate the special macro-financial situation in China, for example the pressure on its exchange rate,'' Yam told reporters.

The yuan has risen 5.3 percent since a revaluation of 2.1 percent in July 2005, but with the country's growing trade surplus the yuan is likely to rise further.

TD Ameritrade Cuts Guidance, Blames Soft Trading

Investors took shares offline at TD Ameritrade Holding (AMTD) after the online brokerage and bank missed estimates for its fiscal second quarter and told shareholders to expect weaker results for the full fiscal year. The stock dropped 9% in heavy trading Tuesday.

MUMBAI: Market watchdog Sebi on Monday moved the Supreme Court (SC), challenging the Securities Appellate Tribunal's order quashing the regulator's decision holding a stock broker guilty of manipulating share prices of Shonk Technologies, Global Trust Bank and DSQ Software in stock market scamof 2000-01. A bench comprising justice CK Thakker and justice Tarun Chatterjee, after preliminary hearing, admitted Sebi's plea against the tribunal's order, which held that the regulator lacked enough evidence to prove that stock broker Millennium Equities (India) had manipulated scrip prices of three companies. Sebi said that it had suspended Millennium Equities' certificate of registration for six months after a probe showed that the stock broker, through its dealings on the Bombay Stock Exchange, was found guilty of manipulating the prices.

Customers complain about dirty rentals

Karen Moawad saw the numbers written in ink on the upholstery of a 2007 Mercury Montego she rented from Hertz last week and wasn't surprised.

Moawad, the CEO of a management consulting company in Bainbridge Island, Wash., says the cars she rents usually have a "filthy" interior or water spots that blocks windows and exterior mirrors.

Car rental companies say they work hard to provide clean cars. Hertz says dirty cars rank low in customer complaints, and it received high scores for rental car cleanliness and appearance in a survey by marketing information firm J.D. Power and Associates last year. But an inquiry on the subject to some of the 1,500 people on the USA Today Road Warrior panel, including Moawad, found many who aren't buying it. "There has definitely been a deterioration in standards," Moawad says.

Nash tests injured right shoulder, eyes return

LAS VEGAS - It didn't seem like Steve Nash did much during the Western Conference All-Stars' practice Saturday, but to those following the injured Suns point guard, he did.

While the team ran through plays under the direction of the Suns coaching staff on one end, Nash took shots at the other hoop under the supervision of Suns head trainer Aaron Nelson. Nash also went through an array of drills to test his right shoulder with its most activity since a Feb. 5 game at Denver.

The shoulder did not feel 100 percent to Nash, but he said it has improved throughout the break. Though few rise early in Las Vegas, Nash has been getting up for 7 a.m. rehabilitation sessions with Nelson. Stolen cars end up in an $80 million market

Upmarket vehicles stolen to order are often stripped down for parts or repainted in elaborate back-street "chopshops".

Police car theft expert Mark Leys, of Papatoetoe, said he hadn't heard of a rental car company being hit in the way Hamilton's Avis was hit this week.

Nanjing Automobile Group intends to start exporting its China-made MG cars to Europe in the second half of this year as it revives the iconic British brand, says a senior executive.

Plan in place for 2010 Olympic hockey

It still requires the seal of approval from the International Ice Hockey Federation council and congress but the tentative plan is in place for the men's hockey event at the 2010 Vancouver Winter Olympics.

Following recent meetings in Vancouver between the IIHF, the NHL and the NHL Players' Association, the format and details of the tourney were tentatively agreed upon. Sources tell TSN, if approved by the IIHF, the Olympic tourney will look as follows:

- The tourney will be played over a 13-day period from Tuesday Feb. 16 to Sunday Feb. 28. NHL regular season games will be played on Saturday Feb. 13 and Sunday Feb. 14 with players traveling to Vancouver on either the Sunday or the Monday before the tourney begins.

- All but two of the 30 games will be played at GM Place.

Bryan woman cited in baby-shoe theft

A Bryan woman was charged with theft after stealing baby shoes from a local dollar store - a felony offense because she had two prior theft convictions, police said.

Ieshia Nicole Williams-Branch, 22, was spotted shoplifting by the manager at Family Dollar Store on East Texas 21 in Bryan, according to an officer's affidavit.

Police found the $4 baby shoes under Williams-Branch's sweatshirt, court documents state. She was charged with theft, a state jail felony, and was released from jail Thursday after posting $5,000 bail.

Williams-Branch was convicted of theft in March and September 2005, according to records.
